Sounds like a P.O.S. to me. For sure bad news!

It just lets you know the vehicle was totaled but some one rebuilt it. DMV has to certify every salvaged car. If it was fixed at agood shop it should not really matter, as long as there are no bad tire wear or pulling. You can take it and have it aligned to see if the frame and suspension are straight.
