At least I think it is tar. On my rear bumper, I have little specs of very light brown/black spots. They come off if you pick at every little one. However, is their a product to take them off?

I actually think they have all of the in one package for about $20 at wallmart. You get 2 claybars, full bottle of spray, and a microfiber towl. Clay bar is mainly to get tiny dust and dirt particles out of your paint so you can apply a fresh coat of wax. They both will work though.
